Requirements for Direct-From-High-School Students
- Minimum GPA if applying without test scores: 2.5
- Minimum GPA and test scores if applying with test scores: 2.0-2.49 GPA and a 19 ACT or 990 SAT score
Requirements for Students with an Associate’s Degree
Students holding associate’s degrees from accredited colleges are encouraged to enroll. Students may earn a bachelor’s degree upon completion of two or more additional years of full-time study; see the advisor to determine a plan of study. The following regulations apply:
- Students must complete the equivalent of the specified University core.
- In all baccalaureate programs, a minimum of 60 hours must be taken at the 2000 to 4000 levels; of these a minimum of 30 hours must be taken at the 3000 and 4000 levels. Coursework from other institutions is accepted at the level at which the course was taught at that institution.
Admission with Transfer Credit/Change of College
Students with satisfactory academic records must meet the minimum entrance requirements of The University of Toledo. After submission of official transcripts from all colleges/universities attended and acceptance by the College, transfer courses are evaluated. The evaluation process should be completed before the first term of attendance to avoid duplication of credit.
Students in good standing who wish to change from another college within The University of Toledo should make an appointment with a college advisor in the Office of Student Services to discuss the transfer and have academic records reviewed. All program requirements, including University core, must be fulfilled as specified in the catalog for the year in which the student enters the College. All undergraduate hours attempted and earned at The University of Toledo, as well as the GPA, will transfer.
Criminal Justice majors: 2.2 cumulative GPA if 12-29 hours of earned college-level credit; 2.4 cumulative GPA if 30-59 hours; and 2.5 cumulative GPA if 60+ hours
Readmission of Former Students
Undergraduate students who discontinue course work for a period of at least one academic year (not including summer) must request readmission to the University. If students have taken any course work at another institution during the time they have been away from the University (other than transient status), they must complete a new application in the Office of Undergraduate Admission and meet transfer admission requirements.
Students who have not taken course work for more than 12 months must comply with the college requirements at the time of readmission.
Education Admission Policies
New First Time Students
To be admitted to the Judith Herb College of Education at The University of Toledo, direct-from-high-school students need a minimum cumulative high school grade point average (GPA) of 2.7 or an ACT of 21.
Direct-from-high-school students not qualifying for admission to the Judith Herb College of Education will be admitted to The University of Toledo’s Exploratory Studies program which is part of the University College. Students who want to transfer from University College into the Judith Herb College of Education must earn 12 hours of college-level work and be in good academic standing.
Current University of Toledo Students
Students in good standing with a minimum of 12 graded semester hours who wish to enter the Judith Herb College of Education from another college should meet with an advisor to review their academic record. All program requirements, including the University Core Curriculum, must be fulfilled as specified in the catalog for the year in which the student enters the College. In addition, students with 60 or more credits that will apply to their desired major program must have a minimum GPA of 2.7 for this coursework.
Transfer Students with Credit from Another Institution
Students with satisfactory academic records wishing to transfer into The University of Toledo and the Judith Herb College of Education must meet the minimum entrance requirements of The University of Toledo and should meet with an advisor to review their academic record. All program requirements, including the University Core Curriculum, must be fulfilled as specified in the catalog for the year in which the student enters the College. In addition, transfer students with 60 or more credits that will apply to their desired major program must have a minimum GPA of 2.7 for this coursework.
Students not qualifying for admission to the Judith Herb College of Education will be admitted to The University of Toledo’s Exploratory Studies program which is part of the University College. Students who want to transfer from University College into the Judith Herb College of Education must earn 12 hours of college-level work and be in good academic standing.

- An overall grade point average (GPA) of at least 2.7 on a 4.0 scale in all undergraduate work.
- In all baccalaureate programs, a minimum of 64 hours must be taken at the 2000 to 4000 levels; of these a minimum of 32 hours must be taken at the 3000 and 4000 levels. Coursework from other institutions is accepted at the level at which the course was taught at that institution.
Students Applying to the Certificate in Career and Technical Education
In addition to meeting the admission requirements of The University of Toledo and the Judith Herb College of Education, admission to the certificate program requires the following:
- Initial CTE-37 Form from the Ohio Department of Education & Workforce with signatures from the applicant's employing school district without university verification
STUDENTS APPLYING TO THE CERTIFICATE in CHILD AND YOUTH WORK IN GLOBAL SETTINGS
In addition to meeting the admission requirements of The University of Toledo and the Judith Herb College of Education, admission to the certificate program requires the following:
- All applicants are required to successfully complete an interview process prior to formal application and acceptance into the program.
- Successful applicants will complete an extensive background check to gain access to United States Military bases. A successful interview and a positive background check are required for admittance to the program.
- All applicants must complete 30 credit hours with a minimum 2.5 Higher Education GPA prior departure for service.
Change of Catalog Year
In some circumstances, students can benefit from program modifications to expedite graduation progress, and may change to the current catalog year from the catalog year under which they were admitted. Important to note, once a catalog year term is updated students may not revert back to previous catalog year term. Interested students should meet with their academic advisor to request a change to the new catalog year.

When seeking readmission, students whose grade point average (GPA) is below 2.0 can only be readmitted on approval of the associate dean. Students with a GPA of 2.0 or higher may seek readmission in the College office.
Honors Program
The Honors Program in the Judith Herb College of Education provides opportunities for challenging and individualized study for undergraduate students of unusually high ability, motivation and initiative.
